Directive 98/8/EC of the European Parliament and of the Council on the placing on the market of biocidal products was adopted in 1998. According to the Directive, Member States had to transpose the rules before 14 May 2000 into national law. The Commission adopted the original proposal for the Directive in 1993. Directive 91/414/EC on plant protection products, adopted in 1991, served as e model for the new Directive.

European Union regulation wants to guarantee cosmetic products distributed in European countries to be not harmful for consumers. Legislation draws up a list of substances which cannot be used in cosmetic products composition or can be used under some restrictions and/or conditions.

WHAT IS REACH ? REACH is a new European Community Regulation on chemicals and their safe use (EC 1907/2006). It deals with the Registration, Evaluation, Authorisation and Restriction of Chemical substances. The new law entered into force on 1 june de 2007.
